Civil Action Toolkit- from the LWVUS

Published on 3/13/2026

The League of Women Voters works to expand access to democracy, defend civil rights, and strengthen communities through informed civic engagement. When immigration enforcement activity increases in our communities, it can create fear, confusion, and barriers to participation in civic life.

Our role is not to replace or direct the work of immigration advocacy and established community-based organizations. Our role is to stand in solidarity, use our civic access responsibly, and help ensure that all community members can safely access information, services, and democratic participation.

Many League members hold positions of social and civic privilege that can open doors, increase transparency, and encourage accountability. The toolkit provides guidance for using that access constructively, safely, in collaboration with community partners, and in alignment with League values and positions.

The toolkit includes guidance about:

  • Know your rights and Civil De-escalation
  • Coordinating within the community
  • Civil Action with local law enforcement

To access the Toolkit, visit the lwvus.org, select the League Management button at the bottom of the page, then search for the Civil Action Toolkit.  It would be the first item to come up.
